are tech inspection and waiver really required?

this weekend's shannonville event page reads:
"Please note that all participants must fill out the tech inspection form and waiver and bring them to the event."
but at the mosport ads in may, i showed up with both forms and the registration desk attendant said i only needed one (i think the waiver wasn't required?...don't recall).
anyway, are both forms definitely required for this weekend?

Hey Colin,
Tech inspection form is mandatory for you to bring, however the waiver can and should be signed at the track in front of one our officials as a witness. So, only one form of the two is absolutely necessary and we'll be sure to clarify that in the ads section. Sorry about any possible confusion.
